Man referred in domestic assault
Charges have been referred against a Winona man after police say he punched and then tried to choke a woman. Deputy Chief Tom Williams said William Joseph Flemming has been referred to the county attorney for charges of domestic assault and domestic assault–strangulation. Williams said officers responded to a home in the 450 block of Sioux Street on a 9–1–1 hang up at about 9:15 p.m. Monday. When officers arrived, Flemming was gone, but they spoke with the 46–year–old female victim. She said Flemming had punched her twice in the right eye and clasped his hands around her neck making it difficult to breathe. Reports show the incident began after Flemming showed up at the home after drinking. An argument began when he was asked to leave. Flemming is not in custody.
